fixed some ui bugs for webkit range sliders and with word wrap
added devlog

note - due to the current nature of html5 video, increasing the time accuracy all the way to 1 will take longer to capture. i only recommend sliding it all the way to the right for archival purposes. as for memes and stuff, it isn't really necessary.
